That's what happens when you live in a country with no manufacturing base and where only 30% of the population knows how the f-king read.
Three things to remember with economic development is Infrastructure, Industry, and Manufacturing.
Make sure these things can be found any where in the country: Roads, schools(focus alot on this especially), hospitals, electricity, running water, gas lines etc.(nationwide rail system would be a nice touch).Don't make the mistake of focus too much on the cities. Rural areas need some love too.
Promote Industry though generous subsidies, low taxes and cheap loans.
Protect manufacturing with a tariff which has the added bonus of extra revenue.
In Somalias case, one extra thing to add is peace and security. None of this can happen while people are blowing themselves up in the street. This is a bit complicated but the goal is to destroy Al shabaab and be able to enforce the law effectively.
