$216m BUDGET FOR 2016 WHAT A JOKE

The operating budget for Somalia for the upcoming year is 216 million. What can you do with $216 million?
The tuulo I live has a population of 200 000 and operating budget of 250 million for the year 2016.

so where are the billions in aid and loans going

A lot of the "AID" and "loans" are just pledged rather than actually given. Do you think the IC trusts billions of dollars in the hands mooryaan and xayawaan? :lol:

Somalia is ranked Number 8 in the corruption scale with a score of 100 being the least corrupt. The report includes all regions of Somalia(Somaliland, Puntland or whatever land you wanna name yourself) and how business is conducted. Everyone regardless of where they hold office wants money to sign on to anything. Institutions are treated as private revenue generating sources by those associated with it. Power and influence are traded and people are happy with the corruption as long as their representative(clan member) gets a place in the government.

As long as Somalis view government institutions as means to enrich themselves, and prestige is associated with who is in office clan-wise, the country is doomed to remain poor and corrupt.


We are happy with how things are obviously considering the emotional support Somalis give by the millions to the status quo and the system(clan driven) that only degrades them to nothingness.


Making a profit for small family owned company is difficult simply because there is no good infrastructure in place and communication between regional administrations - if they have to deal with customers outside their region. You pay to Berbera Port, then to Puntland Authorities, then to Muqdisho authorities. And this is for one business. It is like operating within different countries only you are dealing with the same thugs who represent the local clan and who set up regional admin to benefit themselves. That is just the fate of people who are happy with clan systems.

Barbarossa, I didn't understand what you meant. Are you saying Puntland admin is not based on clan system and also not corrupt? Considering how long they have been collecting revenue from the ports and businesses and how poor their infrastructure and social services are, they are just as corrupt. They oversee small parts of Somalia and have the means to make the place institutionally exemplary and public service sector strong, yet, they are mired in clan politics every now and then infighting over resources and loot the money collected in the name of administration. They are also big players in looting Somali national wealth by executing poorly thought out deals with companies, and sell oil and mineral rights. They are just as bad and dangerous to the future of the country by their conduct and dealings.

You can give me an example of how they are working on building the public infrastructure and helping the locals get services like clean water etc. Also, do they have working relationships with other regional admins to enhance business and trade? those are things I am looking for to see who has the interest of their clansmen at heart. I say clansmen because generally Somalis now go to their base for stability and security of their wealth and life.
