The Somali geographical division is based on clans, mainly Hawiye, Darod, Dir (Isaq, Gadabursi, Biyamal) and Eelay. The entire civil war was based on 'clan A vs clan B' and not 'region A vs region B'. Hawiye, Dir, Darod and Eelay all have certain regions they share and they all have certain districts within those regions that are exclusive to each clan respectively.
Bosaso is geographically more Northern than Hargeisa but is not considered Waqooyi because of the accent.
I can confirm that reer Qabridahare and reer Wardheer say 'gogol xaadh' instead of 'gogol xaar'.
