Ranked by light output:

Djibouti, Hargeisa, Mogadishu,Jigjiga, Garissa, Bosaso.

It is interesting to see how far the distance from Bosaso to Mogadishu is.

What I found disappointing is that Galkacyo has less light output than Garowe. This is likely because of its distance from any port, making fuel too expensive. Kismayo is missing because this image is from 2012, it should show up now though.

Overall, the Somali peninsula is extraordinarily poor, even by African standards.

Street lights = government would only build those.

Individuals will not build street lights.

It only shows the lack of government, not the lack of economic development.

Kismaayo

Merca and Barawe are tuulos to be honest. Their only value lies in being agricultural districts. Beledweyne, Baydhabo, and Kismayo not showing up is certainly concerning. Especially Beledweyne which is one of the 5 biggest cities in Somalia.
