Make Gaalkacyo a Federal Territory

As an educated Somali, I have a quick Solution to Gaalkacyo problem. Make it a federal Territory and nationalize all the Soldiers. Let the governor, police boss etc report directly to the Home affairs. Let Galmudug go to Cadaado and Puntland Garoowe.

I concur with OP. It needs to happen now rather than later because if the battle between the two stops, one of either side is likely to take a control of significant portion and will complain if SFG takes over.
