Oh please! Since when was civil war a legitimate excuse. Many african countries spend alot of energy trying to prevent civil war. Its one of the first hurdles of state building that Somalia failed at. Kenya has to deal with 42 tribes & hundreds of clans that completely hate each other. How many clans are in Somalia? (Bantu jareer or whatever you call them are not somalis according to snet so don't mention them).
