During the civil,the Hutus were threatening to send the Tutsi back down the Nile to Ethiopia/Somalia. The whole Tutsi relating to horn Africans theory was started by European colonists.it was used as one form of divide and conquer.as you correctly pointed out,the Tutsi have very little genetics with links with Horn of Africa-recent research shows they are essentially Bantu Kneegrows.
