Would you give money to a khat addict?

If someone from Somalia phones you and you know they chew the devil's plant (khat), would you send them money?

I don't send money to khat addicts, those who drink the hot drink (ykwim) or known criminals. I suggests everyone does the same. Don't rewards bad behaviour

once i paid their rent cause they spent all their money to balwad. i didnt regret. i just didnt want them to be evicted. that would make their situation even worse.
