We humans unfortunately cannot judge what's in people's hearts. You will be judged by your actions and appearance.

I agree.

I think the question the OP should be asking is
Can a non hijaabi be considered as someone who adheres to the commands of Allah SWT And His Prophet PBUH (the teachings of Islaam) i.e the Sunnah and the Quran?

In which case, I believe such a person to be in the category of those who have neglected to follow the commands of Allah swt and The Prophet Csws.

In the West, things are tough for Hijabi Muslim women, so some women may resort to not wearing the hijab for safety concerns. That is why I make dua whenever I see a Muslima wearing the hijab. Please do the same for sisters who're wearing the hijab in the West. With this anti-Muslim and hostile environment, their lives are really at risk. Yet, out of piety, the sisters are wearing the hijab. May Allah reward them for their piety and effort, and may Allah keep them safe.

Amen

The Hijab is a sacred obligation, but more often we use it to confine all the qualities and traits of a person. We are more obsessed with, looking the part at expense of everything else.

People should be careful how they address the hijab discussion. Holier than though attitude iyo cay ain't gonna achieve anything. Especially in the west where we are in the mist of gaalo/none muslims, there should be another approach other than just vilifying the none hijabi sisters.
