Siad Barre simply done what any rational dictator would do which is to support the pro-government clans, and fight against the anti-state clans. When Khaat was banned by the government, the other clans who hardly chewed were not affected so they did not care whereas the Isaaq went apes since it was part of their culture. Majority of khaat abusers, majority of traders were entirely Isaaq, which is why they formed the clan based SNM movement to fight against this so called prejudice. Other clans simply had no reason to rebel. Siad Barre was completely successful and the SNM movement was entirely defeated outside isolated cases in the baadiye where they roamed in the night. Siad Barre's government only collapsed because every single clan in koonfur bar Mareexan revolted against the government including Ogaden.
