There are many Somali criminals that arrive in xamar, mostly from UAE. You can spot them easily at the airport as they carry all their belongings in a black bin bag.

Funnily enough, these criminals are welcomed as they are seen as western and progressive. On the other hand, when you have a traveler with a big beard and khamiis, the authorities and locals get a little worried. Alshabaab members/sympathisers are the most hated in Xamar, not petty criminals.

They were committing crime in countries you had to spend years in prison if caught. You think they're going to stop in xamar, a place you can get away with anything if you have the right connections and a bit of money .

In xamar you can easily get away with crimes like smuggling contraband, drugs, driving offences, rape and murder. If you kill someone you can pay the family. But, some crimes are severely punishable. I saw a guy in bakara market steal something and he got one finger cut off on the spot.
