If you mean by central government the likes of the UK then it won't happen but if you mean the likes of Canada where Federalism plays an important role and provinces have power but are not that powerful then that's wishful thinking, so I think it will end up like the US version where States are powerful and have very strong rights and only defense is outsourced to the central government even though the States have their own defense forces too but even this US version might not be fully implemented in Somalia in the near future. Like the US civil war created a distrust that still exists today, the Somali one will have the same impact for the foreseeable future so don't expect a quick recovery in the near future.
