I’m surprised that Moscow actually has more billionaires than London and Dubai

Not sure why you surprised. Moscow has lots and lots of money from oil and gas. It’s in the hands of few.

But in the greater sum, the Chinese win hands down; Hong Kong, Beijing, Singapore, Shenzen and even many of New York, San Francisco and London billionaires are Chinese.
