Turkish Scholarships awarded to Somali's.

Just a quick question for anybody in the know.
I have a relative who recently sat some sort of exam ran by the Turks......she got around 80% and was awarded a scholarship at a Turkish university to study civil aviation.

She wanted to study medicine but her grade wasn't high enough......anyhow she will be leaving soon in a group of 10 students inshallah....But has been asked to pay $1200 supposedly for "air fare", however, someone told me it is just a bribe the Somali's extort as the scholarships include everything....tuition, accommodation, food, and tickets..

Does anybody know how the system works?
PS we paid the $1200. :)

Bureaucracy= Buuro + kora + sii = creating mountains/obstacles for the masses to climb/tackle .....in the form a bribe/s ..........that $1200 went to Somali pockets and maybe some Turkish (buurokorasii) friends........

Two of my nephews in Xamar were awarded the same scholarship. In fact they will both be studying civil aviation too. That may be the only thing they are offering. I have no idea what their grades were like but I know my cousin lacag badan oo laaluush ayuu bixiyay. Unfortunately that is how everything works in Mogadishu and probably the rest of the country. $1200 is not bad at all.
