I figured that is what he meant. Puntland, judging by their actions in the last 20 years, will never allow themselves to be directly ruled from Mogadishu. It is not Marehan, Rahanweyn, or Ogaden they fear but Hawiye. Particularly Hiiraab. They just don't trust them regardless of what they say on the outside.
