BERLIN—Six days before the start of the World Cup tournament, German soccer hooligans are absorbed in talk of revenge.

The focus of their rage is Polish thugs, whose reputation as Europe's most notorious soccer toughs was sealed last November when they pummelled German challengers in a showdown near the Polish border.
