I am terribly handicapped in the geography of the loccations you mentioned but one thing I know is, the UIC doesn't have to get involved in a peaceful area with a well run administration and void of warlordism and I believe the area you just mentioned comes under that category. Instead, they will proceed to other regions festering with Moryaan
