the puntland coastline is very long. puntland government doesnt have the resources to control it...before the boats use to go through boosaaso now they do it during the night in villages in bari...
puntland sent back about 1700 ethopian oromo refugees who were planning to go to yemen. it's stopped many more boats...theres only so much you can do...and in the last few months puntland has being making alot of effort. maybe u should read the news.
