It's not in the UIC's interest to play their hand too quickly. They've got long term goals, and accomplished what they did because they are patient. At the moment they're content to confront the Ethiopians and Majerteen indirectly by damaging their ability to field an occupation force and their credibility to govern. The UIC plan is to re-emerge when the time is right.

The time may be right quite soon in fact.

common give them some credit.
they are human after all and humans are capable of learning from thier mistakes and becoming unpredictable.

that however is not likely, stupidity is sometimes difficult to erase.
maybe some more pounding will do the job

Actually, we know a lot about counter-insurgency. However, the fact is, they are very difficult to win unless you are prepared to exterminate the population base that supports them.

Ethiopia does not share our concern over civilian casualties. It is true you may eventually put enough pressure on them that they decide to leave, but you will pay a dear price for it. And if you coalesce and give them a target, they will squash it. This isthe dilema the insurgent always faces.

The Soviet Union was not beaten. It was worn out until it decided to quit. But the "Mujahedin" never invaded the Soviet Union.

Again, you have to understand, all the "brothers" are doing is trying to survive and make a little trouble while doing so. But they can not project power. And if we leave either Afghanistan or Iraq, civil war will rule, which does not serve the interests of the "brothers".

America isn't losing in Iraq because they "care too much about civilian casualties". The USA has not held back anything to protect civilians. Not directly targetting civilians doesn't count, because that's not even a valid tactic, as that helps the insurgency. The USA's campaign in Iraq has shown rather obvious disregard for collateral damage.

Ethiopia is "just as" hard on civilians as the USA, but lacks the training in counterinsurgency and the technology that lets the USA conduct counterinsurgency operations so successfully. Ethiopia is far less capable of handling an insurgency than America.

James, this is incorrect. Civilian casualties are taken into account in all of our combat planning. I know, I have done a lot of it.

Furthermore, targetting civilians is a valid tactic, and effective one, it's also illegal according to the laws of land warfare. BUT, the Ethiopians don't care about the laws of land warfare. They would have no problem with totally indiscriminate shelling of Wardiglei with heavy artillery. Wouldn't bother them at all that a few hundred Hawiye ended up dead. And that has intimidation effect when you know that your enemy can do it again if he feels he needs to. Do you know why the Hashinins don't exist anymore? Because the Mongols did not feel like fighting a counter insurgency with them or trying to win their hearts and minds. Don't fool yourself, ethnic cleansing happens now all over the world, and it happens for a reason, and it's effective. Look at Bosnia today. The areas that were ethnically cleansed by the Serbs remain firmly in Serb hands.

Depends on what you want to accomplish.
Ethnic cleansing in the Balkans went both ways. There were lots of Serbs living in the Bosniak territories as well.
In terms of seizing and colonizing territory, terror and genocide are effective tactics. They are however a two-edged sword, as there is no going back once you've done it. The Germans thought they could "cleanse" Eastern Europe, and now where once there were 6 million Germans east of the Oder, now there are none.

In other words, there are laws of war for a reason. Once you cast them away, the restraints are gone but so are the protections, as well as all your credibility. Right now there is a minority of Somalian Somalis who support Ethiopia and a majority of Ethiopian Somalis who support them as well. If they start committing atrocities in Mogadishu, that support goes away, and Ethiopians will start turning up dead in Jigjiga and Bale.

Moral reasons are not the only reasons to obey the laws of war. Stopping an insurgency means getting everyone to OBEY the existing laws, not casting aside what few laws are still respected.

The reason why the Iraqi insurgency is still going strong, and in fact stronger than ever, is because the Americans did not respect the spirit of the laws of war, and tried to circumvent the letter of the laws of war as well.
