Thats a sign that niether part is serious about reform.
they want a license to Rule and steal the peoples wealth that UDUB got, and they are jelouse that Riyale and his buddies beat them to it.


We need to replace the executive post of president with a 7 member politburo like Switzerland and revolve the presidency around the 7 members.

This way you can get more than one party represented and most qabiils.

Somalis infact all africans and Arabs cannot handle the executive having too much power.

Gurey that's a good formula for Somalia, not Somaliland in my opinion.
By that I mean , on a bigger scale wether you call it regional or just on a tribal base , having the largest somali tribes represented in a Somali politburo that would govern from North to South .

Assalaamu Alaikum,

gurey25, what if we had proportional representation in a parliamentary system, where by every 5 years any political party can contest the local elections. Then the 3 parties that get the most votes go on to contest the senate and the parliament. Now of the remaining 3 parties the party with the most votes would get to form the government; however, all 3 political parties get the same number of seats in the parliament and the senate, which would imply every single government, would be a minority government. It would have to co-operate with at least with one of the other opposition parties to govern. Also, the prime minister would have to be in the chambers to answer questions rather than hiding in a bunker like Riyale.

isnt our guurti in the place of a senate/

i know the guurti has proven ineffective latley and have been bought by the government
but they have proved usefull in the past, especially during the civil war.



enforcing a minority govenment everytime will make it difficult to govern,

Assalaamu Alaikum,

Gurey25, the Guurti is the Senate, but at the moment it is unelected. Therefore, I propose they be comprised of the 3 national parties on a equal footing the same as the parliament. Now, around the world the reason usually minority governments do not work is, the governing party tries to rule like a majority. As a result the other parties vote against a key issue resulting in a no confidence vote. Nevertheless, if all three parties new that there is no chance of winning a majority and the only thing that can change is who forms the government then they would be pressed to work together as they have no choice. If they don’t they’d just continue to play musical chairs in their turn to form the government and then defeated on a no confidence vote. Thus, having no other alternatives, I believe it would necessitate that they work together. Further, in order to ensure their own sustainability to remain national parties, as every 5 years they risk loosing that privilege they would be keen to play ball and be on show what they can do for the country in a bipartisan manner.

Samatr, sure there is a room, but that room is exclusive to a clan. If we were discussing a clan agenda then maybe that would have merit, but were discussing reforming Somaliland's constitution, surely you can appreciate the need for an inclusive discussion.

So what do you think?

I am for a radical change in Somaliland, I want all the faqash be they isaaq, dir or darood to be hung, and some fresh young cats to be leaders in Somaliland.
but for now I will settle for Mujaahid Silaanyo until we have some fresh young blood.
