I have looked through Tabari and this is what I found. Firstly, at-Tabari means two letters both narrated from two different people. The version that you mentioned is actually a poor and inacurrate translation. He says, after praising Allah, "Enter in to the Diin or (pay Jizah); we will leave you and your land alone and pass beyond yo to others. If not, then it will still happen, even though you hate it, by force, at the hands of people who love death just as you love life.
The second letter which is more reliable and straightforward is:
In the Name of Allah, the Beneficent, the Merciful. From Khalid bin al-Walid to the governers (or rulers) of Persia. Embrace Islam so that you may be safe. If not, make a covenant of protection with me and pay the jizyah. Otherwise, I have brought you a people who love death just as you love drinking wine.
So you see, the letter reported by Gibbon in 'History of the decline and fall of Roman empire' is false since it does not mention the last bit.
