It is pretty simple, get rid of all maamuls being chosen solely on the basis of the people that live there or the qabil that live there, or the original settlers. Or, provide the same rule for Mogadishu.

Therefore, if you are Reer Xamar, Xaayow, Geladi and Murusade?....sign here to apply for Mayor? or Le Presidente!

:)

Xamar is too large and too important to ever become part of maamul state. It will remain in Federal control.

I try to reason why it is wrong, but it doesn't matter what I say, it is what it is going to be.

At the very least, there should be TWO maamuls within Xamar, and the people that live there, or neighbouring states/maamuls should have seats, and they should have the POWER to veto anything they deem is not beneficial for Xamar or the neighbouring maamuls. There should be a local authority, something like that! One that is chosen on how long of a resident you were in Xamar, so, it should go back several generations...5+

Xamar was built long before you ever came, and the reason everyone came to Xamar is because it offered a lot more opportunities then any other place in Somalia. Similiarly Boosaaso now that it is growing a lot of different people are moving there.
