Is it me or are Sharif Ahmed and Tarsan heavily tilting Turkish projects towards certain districts and not others ?

Is it me or are Sharif Ahmed and Tarsan heavily tilting Turkish projects towards certain districts and not others ?
I hear the HG have no say in Xamar anymore and that the Abgal are running the show. possibly why we are seeing projects in certain areas and not others. Its ok though. Those Madarkicis crew are quite the entrepreneurial type and they succeed without government or foreign help
