Your question doesn't make sense. Your suggesting Mogadishu to be enlarged by incorporating it with Balcad or Afgoye? There is miles of empty land in between those towns and Mogadishu. First lets fill in Mogadishu and its surroundings itself before we even suggest we annex this town to become part of Mogadishu.
Believe it or not, Mogadishu is larger than London when it comes to land size, but afcourse Mogadishu is less dense and has less buildings and roads.
