Count the Prime Minister post out. the post was not being shared among tribal line.

The job was going to whoever was the most qualified.

as for the Ministers,

It was being shared between ARS and Goverment. so if your tribe did not have candidates from the ARS, then all they got was one from the Government. Habargidir did not get even one Sit from the government.
