What should be done with separatist movements?

Let say after creating a strong centralized govt and army, how should the government deal any seperatist movement ?
Diplomacy or military?

The question is how far will that 'seperatist movement' have gone before we acheive a central govt with an army.

You need to do nothing. You don't even need to worry about it. All the Southern Somalia needs to do is establish peace, stability, and functioning goverment and everthing else would come in place. After all, there is ONLY one internationally reconginized president of Somalia. If you have Hiiraan, Sh/Dhexe, Sh/Hoose, Benaadir, Bay, Bakool, Galgaduud, Half of Mudug, Gedo, and the two Jubbas; why do you need to worry about Waqooyi Galbeed and Barri. No need for that. Get peace in the South first. You will see the Waqooyi bringing the their current flag to Muqdisho to be burried there.
