All though Ciisa Muusa , Aadan Ciise are majority in both Berbera and Sheikh.
Musa Cabdalle have numbers to reckon with in same areas I would say a not too distant number 2.

I dont know why they protested as more districts should be prestige ...
About Gabiley region its not Jibril Abokr domain abdikarim
its properly a national region , but clanwise all Sacad Muuse subclans have right to settle there and take positions wether they are from Bulaxaar or Hargeisa.
Don't forget other Habar Awal clans such as Afgaab Muuse.
