Timocase, the upcoming Shir is about development of Deegaanada Beesha Sicid Garhajis iyo main focus on reconstructing Maydh port, the road Tabaca connecting erigavo and maydh , iyo the Road connecting Burco - Oodweyne - Hargeysa.

AsadSl, i think Erigavo & Maydh is good idea, horta Maydh can be the business center and Erigavo the economical center, as for Gacanlibaax it's already builded but the diaspora of sanaag need to invest in sanaag and not everything in hargeysa that is misplaced priority then, but the main focus on Sanaag now.

The H.Y nomads in hawd are already armed and were always armed even in siad bares days so i reckon they will do well, ONLF never posed any real threat to them , but just months ago the ONLF attacked a ciidagale village in the awaare district and then the ciidagale lost 3 people and shot 4 ONLF'S dead.
