I saw you were interested in Djiboutian history and you wanted to know why the Gadabuursi dont have as much seats. Its because the French always protected the ciise from the Gadabuursi. The Gadabursi were far more educated and thus the ciise felt threatened. There was even a plot to evict the ciise out of Djibouti. Read this:
