it seems these conferences, like transitional govts, cause more problems than they solve.
wouldnt it be better for hawiye to form their own southern govt around a political consensus.
then the various regional govt, pl, sl etc, can meet in xamar to establish a workable model.

Only isaaq can make peace between them not like the ciise always supporting one side the hawiyes since the 90s thats not finding a solution only gacanyare can mediate.
