So this is what we have:

2- Ciise Muuse Mayor in Berbera , plus ciise muuse governer.
3- Habar Jeclo/Maxamed Abokor mayor in Burco , plus h.j Governer.
4- Habar Yoonis mayor in Ceerigaabo, plus h.y governer.
Don't tell me Siilaanyoo isn't trying to ignite a civil war, this can't be an accident appointing a Sacad Muuse governer 2 days before the plot to install a sacad muuse mayor in Hargaysa with no quorum with no sowrn in cermoney while the said governer is present running the entire plot.
If Siilaanyo and his hingmen were caring about the interest of somaliland and clan harmony it would have taken him just days to fix this catasrophe simple as this:
1- Saaxil , since the mayor is ciise muuse and his vice- a habar yoonis , the governer should be hj.
2- Hargaysa since the mayor is sacad muuse , vice should be Isxaaq , governer should be Arab, ciidagale should get =0 they have been a mayor for 12 years.
3- ceerigaabo since the mayor h.y , vice dhulbahante , governer should be h.j
4- burco since mayor h.j and vice h.y , the governer should be h.y ,
5- awdal , boorama mayor Gedabursi, the governer should be ciise.
6- laascaanood mayor and vice mayor Dhulos, the governer should be Fiqishini.
Otherwise let siilaanyo and ina biixii declare a war, they have divided somaliland's sub-clans and caused major damage to caln harmony, this can't continue for long , something has to give in , the useless parliament os debating yet another media new regulation while the entire country from ceerigaabo to zaylac is heading towards a break down of clan politics.
