Yea, it's dahabshiil's. 8 storeys tall + one underground floor. It must be the tallest and certainly the most grandiose building so far. Hargeisa being a valley city hemmed in by hills means we'll have to build vertically. We'll see many modern skyscrapers in the near future
Now if we could just clear the road of all that clutter, plant few more trees, run those cables underground; it would enhance the look of the city center.
