These are two different individuals: Ahmed and Abdi Samatar. Two brothers: one stayed in Xamar and the other went to bilk the desperate one clan government that is deeply unpopular.

Ofcourse its a clan enclave just like majeerteenia. No matter how many slaves u put on govt positions.
