Forced labour camps

I believe to meet the skilled worker shortages back home and the poor levels of infrastructrure, we should have forced labour camps for criminals, beggars and the insane. It would kill three birds with one stone, by removing the cities of the bad elements as well as providing jobs and houses for homeless and getting the insane off the streets.

The criminals should be used for mining, construction and road-building, the homeless and insane should be employed in small-scale factories and plants that produce textiles, clothes, food and bottled drinks. It wouldn't be voluntary so they'd be forced to remain in the Industrial estates and factories but they would treated humanly. Criminals wouldn't be paid but would essentially become slaves of the state until they've served their sentence. Depending on their offence, their sentence length would vary as well as their job.

70 % youth unemployment and you are concerned about riding the cities of "bad elements" like you are a rich person from a first World country smh

Besides, the vast majority of the youth have college degrees, making them overqualified for those menial labour sectors. They would be employed in other areas of industry. Besides unemployment is a problem in the "first world" as well.
