jobs will be advertised, somaliland government jobs are free and fair you dont need to cantact any body. once advertised all you need is to apply with your qualifications, if you are not the only one with good qualifications, civil servents office will take test from all the competators and the winners will be taken. we have made big progress walaahi, before this reform it was all about who you know not what you know.
