Mate the finance minister has described were he is going to spend the money, he clearly showed how much money would be spent were.
And in somaliland we don't lie about these kind of stuff. The evidance is the country has improve hugely since the last government which
only had a budget of 30 million.

Silaanyos 500 % economic growth and the fake budget he presented is what we call typical zoomali econominigis.I like the way the current somaliland government has shown great transparency about the finance and budges of the country.
