What the Somaliland and FGS need to prioritize is job placement for the thousands of students graduating from universities each year to reduce unemployment. If need be foreign workers can be used on a short term basis to train the locals.

However, with numerous job seekers in Somaliland of Kenyans they now have realized that there's no governmental regulators in the Health department that recently it was discovered a group of Kenyans brought in to the country obselete medical machines and then set up shop in Hargeisa. Every ignorant old traditioned folks there invaded this "clinic" believing that they have found the state of the art medical facility. After numerous people started dying the "government" intervened and arrested these bogus non-medically educated Kenyans.
