Just from looking at land-satellite gifs of the rate of growth, I can say that the fastest growing urban center in Somalia is Bosaso.
According to that info, Bosaso did not even exist in 1984. Somali cities that grew the fastest in the past 30 years have been Garissa and Bosaso.
You can use earth engine the same way as google maps, you can search cities and it will show you a gif of how fast they grew.

You are right Bosaso existed as bender qasim. but its also true that the modern day Bosaso expanded the last 20 years. Before 1990 bosado was very small fishing town. Bosaso has for more than a century existed(in the past as Bender Kasim).
Over the passed decades it has grown, but Hargeisa takes the cake.
