the 4.5 is not going any where, dont waste your time about that district based elections. How does Somaliland deal with crossborder voting? Do people from K5 vote in Somaliland elections? What if a clan that lives across the border, gives voting cards to their K5 clan members?

I'm not wondering about that, but about the potential direct elections that may take place in Somalia in 2020, and also Puntland in December 2018. There may be lessons to learn about border regulation during the election. For example, will Somalis from K5 be allowed to vote in Beledweyne for example. The Somali constitution says that any Somali speaker is automatically a citizen, so how would that work out.the 4.5 is not going any where, dont waste your time about that district based elections. How does Somaliland deal with crossborder voting? That would be a bit difficult to arrange for Sool & eastern Sanaag. That is why we postponded SLND presidential and parliamenterial election that was ment to take place in july 2015, so all citizens of somaliland go through an identity registration that include finger prints and eye scans to be taken by all the citizens of Somaliland and of course you have to bring your caaqil and full abtiris for the Suldan to vouch for you.

Our constitution is very different from the federal one. in Somalia every Somali is a citizen , people from kilil 5 nfd or jabuuti have voting rights in Somalia. at the other hand Somaliland system is clan based. only certain clans from kilil 5 Kenya or jabuti have voting rights onside Somaliland. as long as you are Dir waqoyi (isaaq samaron and ciise) or harti waqoyi (warsangeli dhuloos) you are allowed to vote no matter where you came from. Puntland can easily adopt the same system, you should accept only The mjs in wardheer and kismayo and some others such as the leelkase living beyond goldogob border.I'm not wondering about that, but about the potential direct elections that may take place in Somalia in 2020, and also Puntland in December 2018. There are big questions facing the country and SL may provide some insight.
