That is why I was inquiring about the story of this ceel garde and where the government is aware of it,but couldn't find any official source except the laid off deputy of interior minister which was assigned to this position few weeks ago, was togdheer badhasaab before that, and surprisingly this deputy got fired right after he made a comment about ceel garde dispute where he stated that the port is illegal and not licensed.

I hate to follow your sick tribal minded logic to prove a point , but let me tell you this:

- Berbera port's deputy manager is HJ.

- 5 of the local council in Berbera are HJ.

- two of the biggest business men using berbera port for their imports/exports are HJ, both of them don't pay any tax ,however,one of them supplies the army with food rations,while the other, supplies the government hospital food rations.

- the biggest exporter of Arabic gum is HJ who ships this luuban from ceerigabo to berbera then to dubai,if not mistaken his name is xasan salex,also don't pay any tax in berbera port , i think because he employees reer ceerigabo with him.

-above all, 90% of berbera port revenues goes directly to madaxtooyada without passing through ministry of finance or any other entity, only a HJ president and his HJ madaxtooyada ministers know where this money goes,while only 10% of the revenues goes to berbera..!!.

-not to mention the big maxjaar of indha dheero in berbera.

I dont believe there is any tribe in SLND that dont want to be part of any development process in their region or any other region in SLND, but and from my observation to SLND issues, i see there is a big mistrust between the people and the government, not only this one but even in dahir riyale era.

you just can't give big mega projects or even small ones ( which is the norm in SLND and behind the scenes as well ) without making a national big for it,and making a thorough study that covers all aspects ,especially the environmental aspect, a lot of under developed countries oversee this aspect and only look for the financial gains.

People of Berbera have done a good step blocking Dahabshiil unlawful bid to build a cement factory,however I am sure they will welcome him if he followed the legal means to it,and also started campaiging among the local communities in berbera.

first, the backbone of SLND revenue come from exporting livestcok,there was a ban from arab gulf countries since cigal ,aun, till riyaale and it was only lifted in 2010.
Second, the international community in 2012 in london decided to intervien in Somalia/Somaliland,and made direct fund toward Somaliland, Somaliland development fund.
Third,the people of SLND took the bigger part in most of the government directed projects like the inter cities roads where 70 to 80% of the funds come from direct donations of the people
Fourth, the taxes in SLND have increase drastically since kulimye came to power,and also invent new ways to make tax, like if you own a house and you are not living in it,it has to be taxed, they even share your own house money rents with you..!!

i remember the local residents of berbera who protested, their concern was about they were kept in the dark when the government made the deal, and no one knows about the details or obligations of dahabshiil toward the local communities.

of course you know that the whole idea of the cement factory is to get the raw material from sheekh mountain,there will be a big process of digging those mountains and erasing the green surface to collect the rocks,also in the factory itself,the emission of CO2 clouds by itself is enough to make a big dispute about it,and there has been some complains about the CO2 emission when the old factory used to operate,i remember watching some local residents at the dahabshiil protests who also mentioned the enviromental impacts the old facory had on berbera and was alerting not to make the same mistake by ignorning the enviroment factor

I am sure you remember reer awdal and their big dispute about building their own port in lughaya, the government was relcutant at the begining ,and was afraid this was an awdal state project to further seperate awdal from SLND , after long negotations where the government was invloved about the details of the project it was given the green light, i don't see that happened in ceel garde or any other ceel on the coast where SLND government have authority.

Bottom line is, you either call it a day and stop this Somaliland thing and let every qabil do whatever it pleases on its own degaan or get in line and respect the rule of law and authority of the government,even if its corrupt ( but as long as they make elections )
