Berbera used to come under Hargeysa but it was carved out of Maroodi Jeex by Cigaal, who also carved out Wajaale. The goal was to make sure that Maroodi Jeex did not receive major revenue from Berbera and Wajaale because there was always the chance that his tribe would not be the mayor of Hargeysa or Governor of Maroodi Jeex. It was an attempt to subdue future threats to ''his seat''.

If Hargeysa needs xeeb there's always Berbera. Anything else should be solved democratically. There's a governement and the land falls under state jurisdiction.
