- Nationalise all universities (ban all non-government owned universities) and create a government funded independent univeristy. Invest in a proper university/research institute that has a modern campuses, is fully equipped and that employs the most qualified, experienced and talented members of the Somali diaspora. The university should have faculties for applied sciences/technology/engineering/medical sciences&technologies, medicine/nursing/midwifery, economics/business/sociology, religious studies/Somali history/Somali literature. This university/research institute should: provide excellent teaching, free of charge, to all qualified students. This university should also conduct cutting-edge problem-solving based research to address the technological/economic/social/health issues within the country and come up with practical solutions and authoritative recommendations. The university should have close links with and directly work with companies/industry/schools/hospitals/government departments.
One more comment on the above, I don't understand why the government allows private universities. All universities should be nationalised. Here is why:
Imagine there are currently 15 private universities, with 10,000 students in total. Each students currently pays $1,000 per year ($250 per semester). That is total revenue of $10 million, which is for the most part PROFIT for the owners of the private universities. The private owners main motive is profit making, so they don't invest in facilities, research, working with industry or looking for solutions to the country's problems. This is not their motive. There is also a cost premium to the education (cost + profit) so the education is more expensive than it needs to be. And lastly, individually these universities are very small, so they don't have the resources or economies of scale individually to invest in their facilities.
So let's establish the facts, there is demand in the country for about 10,000 students who can afford to pay $1,000 a year, probably support financially by their families and diaspora. Whether the universities are public or private, this demand will still be there. Students will still be willing to pay $1,000 per month.
Now, imagine all universities are nationalised. There is only one national university. It now has resources of $10 million per year to invest in facilities, research and teaching. It can invest in a campus in each city. It can work with the government and industry to cutting-edge problem-solving based research to address the technological/economic/social/health issues within the country. It can provide scholarships to poor students. The cost of education will be lower because there is no profit premium. It has economies of scale, so it can buy goods in bulk cheaper and it can afford to pay decent wages to staff so it can attract high calibre lecturers/professors and researchers.
This is just one example.
