The President is not immune from criticism, President has to make the decisions and accept the ultimate responsibility for those decisions.Don't try to make political capital out of a drought.
I think Dawlada did good job in drought relief efforts by coordinating and combining local and international help to reach communities most affected.

They did a great job except for that important part of drought prevention. And if the government is not responsible for it's citizens well being then what is the purpose of having a government? If they can't provide the basics of feeding every single citizen how can they call themselves a government?
