Le Monde is one of the largest and oldest independent newspapers in France.

Un accord a finalement été signé pour le développement du port de Berbera entre le gouvernement du Somaliland et le géant de l’industrie portuaire Dubaï Ports World, le 9 mai, à Dubaï, d’après une source somalilandaise. C’est l’un des volets d’un contrat plus global de coopération commerciale avec les Emirats arabes unis.

Le ministre des affaires étrangères somalilandais Saad Ali Shire et le président de Dubaï Ports World, Sultan Ahmed Bin Sulayem, se sont tous deux félicités d’un accord qui « renforcent les liens entre le Somaliland et les Emirats Arabes Unis ».

En tout, 400 millions de dollars devraient être injectés au cours des trente prochaines années pour « dans un premier temps, réhabiliter et rééquiper le port le Berbera », a déclaré au Monde Afrique le ministre. Un joint-venture entre le Somaliland et DP World devrait avoir la main sur le financement du projet.

Il faudra aussi négocier la mise à niveau du « couloir de Berbera ». En l’état, la route reliant le terminal à la frontière éthiopienne ne peut pas supporter le passage de plusieurs centaines de camions.

L’accord met fin à de longues années de négociations entre le Somaliland et des mastodontes de l’industrie portuaire. Parmi eux, le groupe français Bolloré Africa Logistics, candidat à la gestion du port de Berbera depuis des années et longtemps favori.
Un nouveau débouché pour l’Ethiopie

Mais le Somaliland et son président, Ahmed Mohamed Mohamoud, alias Silanyo, ont préféré se tourner vers le Moyen-Orient. Une belle opération pour Dubaï Ports World qui fait son retour dans la Corne de l’Afrique, après avoir été évincé du voisin djiboutien en 2014.

« C’est un accord historique », s’est félicité Sharmarke Jama, conseiller en économie et en commerce auprès du ministère des Affaires étrangères somalilandais. Il faudra tout de même s’affranchir de fortes résistances locales, le port assurant aux représentants claniques une influence certaine dans le pays. Sans doute ceux-ci ont-ils reçu des garanties en terme d’emplois et de développement.

Le contrat intervient peu après que l’Ethiopie et le Somaliland ont signé, le 31 mars, un accord sur l’utilisation du port pour les importations et exportations éthiopiennes. Pour Addis Abeba, Berbera offre un autre accès à la mer, en plus de Djibouti par où transite la majeure partie de son commerce.

Le développement du port de Berbera est essentiel à l’économie du Somaliland et à sa survie politique. Alors qu’il s’apprête à célébrer un quart de siècle d’indépendance le 18 mai prochain, le petit Etat de 3,5 millions d’habitants n’a toujours pas été reconnu par la communauté internationale. Le territoire est pourtant épargné par l’instabilité de son voisin du sud et a déjà enregistré trois élections présidentielles démocratiques.

« J’espère que cela rendra notre reconnaissance plus facile », a déclaré le ministre des affaires étrangères. « Le Somaliland participe à la stabilité et à la sécurité de la région ».

Reste à savoir comment réagiront Djibouti, dont le port n’a pas de concurrent immédiat dans la région, et la Somalie, officiellement toujours tutelle du Somaliland.


BERBERA CORRIDOR

The Berbera corridor is not part of the said $400mn investment by DP. That is strictly for Berbera including the port and hotels and so forth.

The corridor will get its own investment. Ethiopia is going to apply for World Bank grants/funds since Somaliland is not recognized and cannot access the World Bank. Ethiopia in return asked Somaliland to get a guarantor such as international port operator to ensure smooth business or experience.

DP World is now the guarantor and will fill up the World Bank application with the Government of Ethiopia. In this manner DP World will cover part of the debt (Berbera to Wajaale) and thus Somaliland will give DP World tax breaks via the construction of Free Zone or Free Economic Zone (an area within the $400mn investment plus corridor size, any plans to expand it then means DP World pays more for lease/land).

I estimate another $300-$400mn will go towards the corridor.

So far not confirmed but that's what's slowly coming out.

According to reports Ethiopia signed its own deal with DP World in Dubai with Yaqob Yala, Ethiopian minister of state for trade, inking the deal.

THE OPPORTUNITIES

Having the world's 4th largest port operator is fantastic and great opportunity for Somaliland. Not only now the port has chance to increase by 30% which is what Ethiopia plans to allocate to start off but its arrival will spill over into other sectors and most importantly create jobs. That means warehouses, dry ports, airports, hospitalities, security and so on. The ghost town Berbera will wake up :mrgreen:

Not only Berbera will boom but Hargeisa and Wajaale especially if we build a dry port there since Ethiopia plans to construct its in Dire Dawa.

Idoor Republic need to get behind their Government and this golden opportunity. Now we can ship anything to Berbera without worrying of fire, sinking, getting lost or being stolen because DP World has global insurance.

One major thing that has been forgotten is that this is a signal to investors that somaliland is open for business, when dp took management of the Ciise land port, they brought with them investors particularly from the UAE and middle east.


Idoor, the Jew of the Africans, they have more business acumen then the rest of the Africans combined


It is really important to build relationships with Israel. They can provide much needed know how and technicalities.

I was thinking about the same. us dealing with the jews would be like a shortcut to the top.

Borreh was involved in dispute between dubai and djibouti his name was cleared in court last month.

What I don't understand is this, now that Somaliland have sold its only source of revenue for 30 years and the corridor will be paid for by Ethiopia , how the hell we will make any money?? the corridor can't be taxed since any commodity will be taxed at the port by this foreign owned company, we can't tax goods going to Berbera that's double taxing even livestock will be taxed by this company at Berbera and to tax livestock again before it reaches Berbera is unacceptable and that's un necessary burden on poor nomads.

ma anaa waalan mise idoor baa iska mashxaradaya??

you cant tax people that extreme , its unfair and people will run to Puntland if we double and triple tax Somaliland people , regarding Ethiopia , its pretty obvious if Ethiopia builds the corridor the condition will be that Somaliland won't tax their commodities. its obvious as the sun.
