The agreement in early May between the port of Berbera and DP World was finalized on May 29 after the visit to Somaliland Sultan Ahmed Bin Sulayem, CEO of the Dubai-based operator.
The MoU, confirmed by the port director, Ali Mohamed, involves the construction, within ten years, a terminal with a capacity of 200,000 containers per year, given in concession for thirty years DP World. The operator will have to pay $442 million (around EUR 400 million) to realize equipping 650 meters of quays.
Dredging (estimated at $500 million) and the construction of the road linking the port to Ethiopia (for the same price) are still to be awarded. Announced in March, the contract provides that 30% of Ethiopian freight futures channeled through Berbera has however not been confirmed by Addis Ababa.
The lease of Berbera is good for the entire region even for Maydh because that opens up Maydh for small/medium players and as an alternative port since Berbera may be congested. The income and know-how from Berbera spills-over and upgrades skills nationwide. We will not see the likes of Xorxor anymore but highly skilled port operators who will take their apprenticeship under the global operator.
Finally the port leasing deal is a good one for SL. It will ensure the development of port facilities in Berbera into the major international port desperately needed by SL so it may compete with existing and future facilities. The geeljire fund proposed by some has no chance to stand others who are already leasing theirs to international operators including Chinese-government subsidised/subsidiary ones.
In business there are two people;
King and Rich. The king wants control while the rich wants the bigger outcome. A small fraction from a pool the size of the ocean is better than controlling a swimming pool.
In the next ten years the Berbera port should see a total investment of $1.3-$1.5 billion (wharf, equipment, dredging, corridor)
