I don't get this concept with making a place a "tourism" hub.
We need Jobs, Infrastructure, Industry, Efficient Agriculture, A means to defend ourselves against our enemies properly etc...

We do not need hordes of Westerners (Tourists are mostly from that part of the world) trying out the local women (This is all tourism is).
