How come Berbera never really grows in size?

Despite being the place where most Sland revenue comes in from and having advantages that other cities don't such as a airport
and port, I don't see much difference between 2004 and 2016 on satellite imagery of Berbera which is 12 years after.

Buurtinle badhan qardho bosaso and garowe have all over taken berbera in size and population.
