The WB estimates is 4 to 4.5 million. Considering 60% of the population is nomads. We can roughly estimate the urban population Burco, Berbera, boorame , ceerigaabo and Hargaysa these can be around 2.5-2.8 million.

I think it's close to 200,000 but that's just a guess the resettlement minister and immigration department should know actual estimatation if there is one.
