I believe this election was decided in Maroodi Jeex. Seeing as UCID got less than 2,000 votes in all of Togdheer, it can be assumed that UCID surged in Maroodi Jeex at the expense of Wadani, refuting the Habar Garxajis argument we've been seeing on here

If this news is true that Wadani concern was not addressed and NEC reneged in its promises. Then simply Cirro is justified to refuse any result announced by NEC.
