I would also make it illegal to use the dollar except in rare circumstances such as foreign exchange. You'd be surprised how much the dollar circulates compared to the shilling.

This has been tried under the silaanyo govt but the ppl reject based on dadka miyiga baan ku caawina..

The head of the national bank also said that sl shilling will only be used to top up and for savings

I think as a long term solution to the sixir barar and volatility of the currency, Somaliland government should scrap and get rid off the Shilling all together and replace it with brand new currency with its own unique name just like Eritrea has done - replacing the Bir with Nakfa. Make note Eritrea made the change at a time when it was at much weaker economic level than today's Somaliland. The Nakfa is now one of Africa's most stable currencies having higher value than the Ethiopian Birr in terms of exchange rates against the US dollar with 1 dollar buying 15 Nakfa compared with 27 Birr to the dollar.

With strong will and conviction Somaliland can do the same.
